AEP vs. MA – OEP: Understanding the Differences for Medicare

What Is AEP (Annual Enrollment Period)?

The Annual Enrollment Period (AEP) is one of the most important times of the year for Medicare beneficiaries. Running from October 15th to December 7th, AEP allows Medicare enrollees to review their coverage and make necessary changes for the upcoming year.

This period is when Medicare plans — including Medicare Advantage (Part C) and prescription drug plans (Part D) — can change their costs, coverage, and provider networks.

During AEP, Medicare beneficiaries have several options, including:

  • Switch Medicare Advantage plans (Part C) if coverage or costs have changed.
  • Enroll in Medicare Advantage (Part C) if transitioning from Original Medicare.
  • Transition from Medicare Advantage (Part C) back to Original Medicare.
  • Change or join a Medicare Part D plan for updated prescription drug coverage.
  • Review current coverage to ensure it still meets healthcare and budget needs.

AEP is a once-a-year opportunity to make informed decisions about your Medicare coverage. Waiting until after December 7th may mean being locked into your current plan for another year, so act before the deadline.

What Is MA – OEP (Open Enrollment Period)?

The Medicare Advantage Open Enrollment Period (MA-OEP) runs from January 1st to March 31st and is designed for beneficiaries already enrolled in a Medicare Advantage (Part C) plan. Unlike AEP, which allows for broad changes, MA-OEP provides a limited opportunity to adjust coverage for those with second thoughts about their plan selection.

During this period, Medicare Advantage enrollees can either switch to a different Medicare Advantage plan or drop Medicare Advantage and return to Original Medicare (Parts A & B). Those who return to Original Medicare can also enroll in a Medicare Part D prescription drug plan for medication coverage.

MA-OEP is an important safety net for beneficiaries who realize their Medicare Advantage plan doesn’t meet their expectations. Any changes made take effect the first of the following month, so act quickly.

Notable Differences Between AEP and OEP

While both AEP and MA-OEP provide opportunities to adjust Medicare coverage, they serve different purposes and have different rules on who can make changes.

Enrollment vs. Changes

The Annual Enrollment Period (AEP) is open to all Medicare beneficiaries and allows for enrollment in, switching, or dropping Medicare Advantage (Part C) and Part D prescription drug plans. 

In contrast, MA-OEP is strictly for Medicare Advantage enrollees who want to change plans or return to Original Medicare (Parts A & B).

Who Can Make Changes?

AEP applies to all Medicare beneficiaries, whether they have Original Medicare or Medicare Advantage. 

OEP, however, is limited to those already enrolled in a Medicare Advantage plan, giving them a chance to switch or opt out.

Coverage Types

AEP provides a broader range of options, allowing beneficiaries to enroll in Part C or Part D, change plans, or return to Original Medicare. OEP is more restrictive and allows only Medicare Advantage plan changes or a switch back to Original Medicare.

Once AEP closes on December 7th, most beneficiaries are locked into their plans for the next year unless they qualify for a Special Enrollment Period (SEP).

For Medicare Advantage enrollees, MA-OEP provides a limited opportunity to correct a plan choice that may not be working. If a new Medicare Advantage plan isn’t covering expected services or has unexpected costs, MA-OEP (January 1st – March 31st) allows for one switch or a return to Original Medicare.

During AEP, beneficiaries can switch between Medicare Advantage plans, enroll in Part D prescription drug coverage, or return to Original Medicare. 

Comparing plans based on cost, coverage, and additional benefits — such as vision, dental, or hearing — can prevent unexpected expenses later. MA-OEP provides a second chance for Medicare Advantage enrollees to adjust their coverage if their current plan isn’t meeting their needs.
